How it is worked out.
Sunrise and sunset
NOAA's solar equations, after Meeus, for each civil day of 2027 at each place. An event is the moment the sun's center stands 0.833° below a flat horizon, which allows for the bending of light and the sun's size. Our times agree with published almanacs to within a minute or two; a hill or a tall building moves a real view by more.
Clocks
"Today's clocks" reads each place's rules from the IANA time zone database, version 2026e. "Permanent standard" keeps the lower of a zone's two offsets all year. "Permanent DST" adds an hour to it.
Cities
From GeoNames. The state tables hold each state's largest cities, its capital, and places near the edges of a time zone. A ranking of big cities counts places of 100,000 or more in the US, and of a million or more elsewhere. Not every country is included.
Solar noon
The clock's reading when the sun crosses the local meridian, on January 15 and July 15. Hours after work count daylight after 5 PM, Monday to Friday, ending at midnight.
